Most associations want an application before anyone lifts a tool: a scope of work, the contractor licence and an insurance certificate naming the association, and sometimes a drawing if plumbing moves. Approval takes as long as it takes, and it is usually what decides your start date, not the contractor schedule. In a tower you cannot close a valve under the sink and begin. Riser shut-offs affect the whole stack, so they are booked with management, announced to neighbours, and often limited to a few hours on a weekday. That single constraint shapes the sequence of the entire job: rough plumbing has to be ready the moment the water goes off and finished before it comes back on.
